    I think its 12 with both parents signing the minor waiver

    Both parents huh?  And what do I need to bring to prove age?  Birth certificate?  What if the other parent isn't within 1000 miles?

    I believe it depends on the rules for competition. If they don't have a competition waiver they can't ride along.

    Whatever the SCCA rules are about competition waivers for minors would be my guess.
